    Description

Add clarifying language to background: "However, there is a standards basedstandards-based challenge for collection and exchange of R/E data. In most states, R/E data is considered sensitive data and laws vary on the extent to which it can be disclosed."
For example, this KHN article published in early 2021 states that Minnesota does not allow sharing of data on race and ethnicity. https://khn.org/news/article/huge-gaps-in-vaccine-data-make-it-next-to-impossible-to-know-who-got-the-shots/
