Closing the loop with the patient is available for all workflows.  Each of the stakeholders (provider, payer, CP, CBO) may support the exchange with the patient via their compliant application and initiate any of the defined exchanges.  We will add guidance indicating that this interaction with the patient is available for each of the stakeholders/workflows.
