Add the following language to the Capability Statement and a new section in general guidance stating:

Servers claiming conformance to this IG SHALL include a CapabilityStatement that has a CapabilityStatement.instantiates with a URL of http://hl7.org/fhir/us/carin-bb/CapabilityStatement/c4bb or a URL to the appropriate version of the CapabilityStatement.
