      10.96.1.1 says 

      Each Observation must support:

      1. a time indicating when observation was made

      However, HL7.FHIR.US.CORE\US Core Social History Assessment Observation Profile - Definitions - FHIR v4.0.1 doesn't show Observation.effective[x] with Must Support = true
