The OperationOutcome for validation will be the same as generated by the FHIR $validate operation. Will add a 2nd OperationOutcome for adjudication errors, which will at a minimum contain human readable text describing the error and should contain cost estimate adjudication error codes for explaining the issue from the payer to the provider.

In phase 2 Rick and Mary Kay will work on the value set for those codes (subset of CARCs and RARCs?), but will need outreach to the payers to understand what is needed.
