      Add a CapabilityStatement containing all search parameters, profiles, operations, etc. once the list of conformance artifacts considered complete.

      Will add SHOULD expectation at the resource level, but keep SHALL on read and add SHALL on search-type. Also add expectation of SHALL on all supported profiles.

    Description

      A CapabilityStatement would go far in expressing the requirements in a computable way and enable better creation of test scripts. It also enables the ability to clearly state what resources are required.

      Given the technical scope of this IG, it should not be considered complete until it includes a CapabilityStatement.
