Because in https://jira.hl7.org/browse/FHIR-34976 it was decided to remove this entire section this becomes a none issue. Also, HRex will be referenced in https://build.fhir.org/ig/HL7/davinci-pct/underlying_technologies.html per ~~FHIR-34976~~.

Description

"Clients and Servers supporting this implementation guide SHOULD comply with the Security and Privacy page in the Da Vinci HRex IG." Change SHOULD to SHALL.

The majority of the HRex principles themselves are not required (outside following State and Federal law) given they are not required, by leaving this at a SHOULD we are only further diluting the importance of P&S guidance.

At the very least we should be expected to review the guidance so people are put on notice. By leaving this as a SHOULD it is highly unlikely anyone will ever visit that page.
