IF NCHS wanted to implement this IG and they were forced to use Direct, at least initially, what else should be provided here in the form of guidance? Is it simply a matter of substituting a Direct address for the NCHS endpoint in the Health Care Surveys Knowledge Artifact? What else would NOT apply that is specified in this IG if a use of non-FHIR based approaches to submit the report was needed?
