The HCS has 2 use cases, this section needs to include both the ambulatory and hospital settings. Currently it is only supporting the list of ambulatory practitioners. HCS needs a date range for the practitioners for the ambulatory setting. Requirements are needed for the hospital setting that includes all closed encounters of the encounter types: inpatient, emergency department, hospital based clinic visits for a specific date range. These Implementation Requirements must have corresponding PlanDefinition elements to support these requirements.
