While there is a specific recommendation regarding the collection of race and ethnicity at the same time, they are frequently collected separately and should be represented as separate observations.  In addition, we have tried to follow the current US Core approach to race and ethnicity which uses separate extension to the Patient profile.   Finally, the use of dataAbsentReason can only apply to all components and would prevent the exchange of race or ethnicity without both being present. Should have further conversations regarding Personal Characteristics or a parent grouping for multiple observations as part of one grouping (need to consider timing of data collection).  Will require a new ticket to create a grouping observation.
