      Add explicit identifier slice for a tax identifier, make MS

      This includes creating a slice on Practitioner identifier that is similar to the one on the Organization profile (including inherited constraints).

      Slice details:

      On Practitioner.identifier, create slice with name "tin", cardinality of 0..1, and marked as MS

        tin 0..1 MS
         

      Add the following constraints:

      • identifier[tin] ^patternIdentifier.type = V2-0203#TAX "Tax ID number"
      • identifier[tin] ^short = "Tax ID Number"
      • identifier[tin].value 1..1
