Need to consider Provenance when R/E Extensions and Observation Resource is used for R/E

      Will provide guidance on the use of provenance when it sent along with the R/E observation.  Does provenance override the elements in the resource (e.g., source of the observation). Does US Core have any guidance – if so, include it in the IG.

      Examples of expected use of provenance

      – resource was received by a payer or provider from a provider on date

      • resource was changed from FHIR version x.xx to y.yy on a date by 

      Source in observation is the original entity that reported the result

      Source in provenance is the organization that reported the resource

      Verify that this is consistent with FHIR provenance resource and US Core use of provenance

    Description

      Per this "If Observation.subject references US Core Patient and US Core Patient includes the respective extension for race or ethnicity then both the observation and US Core Patient extension SHALL have the same text and coded values for race or ethnicity respectively. In the event there are multiple race or ethnicity observations then the extension on US Core Patient SHALL have the same text and coded values for race or ethnicity respectively as exist in one of the related observations."

      Please provide better guidance. For example, when the data is queried and the query results in multiple data elements, need to consider Provenance on US Core Patient and Provenance on the Observation Resource that contains the R/E information.
