Proficiency Extension should be extended to use in any Resource that allows for Communication (such as Practitioner and Healthcare Services)

      The context of this extension will be updated to include practitioner.communication, which is the "personal communication" capability property.

      This will not be included on the healthcareservice or the newly updated practitionerrole.communication as these are about the generic capabilities of the service or role that are applicable to interfacing with patients, and are likely referenced in directories or usage during scheduling etc. As such they don't list the capability level during that advertising. e.g. The sign indicating that this service is offered in Spanish (a little, or only in writing)

    Description

      The ability to allow for proficiency in written, spoken or both is an attribute that would be useful to be applied wherever communication is specified.  Currently it is only applicable for Patient, Person, and RelatedPerson.  It is also applicable to Practitioner and HealthcareService and should be allowed there as well
