Description
The SDOH ServiceRequest code value set and the SDOH Procedure code value set are identical in content and identical in description in the VSAC except that one states use as ServiceRequest and one states use as Procedure. There is no expressed reason why there should be two identical value sets. The same one should represent the ServiceRequest and, subsequently, the Procedure performed to fulfill that request. If there is a valid reason for having two distinct value sets (e.g., future additions to one that wouldn't apply to the other) the justification of what makes each specific in the VSAC purpose statements should be provided.

Have identical content - what is the purpose for having 2 distinct value sets - both contain only procedures (which is appropriate) and the procedure requested can be performed (or not performed for reason) but it seems the same value set should work for both. This seems to be unnecessary duplication.
