The Data Elements page distinguishes between Primary and Secondary Networks (both ID and Name) but both seem to use a type of "network" which means there doesn't seem to be a way to distinguish a primary from a secondary network. Furthermore, the Coverage profile seems to constrain the network slice of .class to a single occurrence. Please clarify how primary and secondary networks should be sent.
