Description
IPA defers to the base FHIR spec's definition of MustSupport, but that is really a non-definition. The base FHIR spec says that any IG that use MustSupport should define what it means.
When a profile does this, it SHALL also make clear exactly what kind of "support" is required, as this could involve expectations around what a system must store, display, allow data capture of, include in decision logic, pass on to other data consumers, etc.
IPA does not define must support, so it is not appropriate to flag elements as must support in IPA profiles. IPA should either define MS, or remove all MS flags from the profiles.
