      Update Heading to explicitly indicate the section being used from Bulk Data IG.

      SMART on FHIR Backend Services Authorization from Bulk Data IG:

      In addition where Bulk Data IG is referenced in the IG, add clarification as follows:

      "The Bulk Data IG is being referenced to use the SMART on FHIR Backend Services Authorization requirements only. The Bulk Data operations related to exporting data for a cohort (Group) or a patient or system level export is not used for this IG."

    Description

      Bulk Data Access IG Usage - The guide is nonspecific right now on how the Bulk Data IG is in use.  As Bulk Data is commonly used for retrieval of a cohort of patients (and that doesn't appear to be the use case here), clarification is warranted.
