    Description

      "it has been staged within six (6) months" - This sort of timing consideration does not appear to be documented in depth in the detailed specification.  It may not be possible to meet this sort of requirement programmatically either, given the likelihood of cross-location submissions, changes in reporting requirements and the detailed auditing necessary to make the decision.
