      The Composition.attester is not the right place for notary or witnesses as the attester in composition is defined as a parson who "Attests to accuracy of composition". Neither witness or notary are making any statement about the accuracy of the information.

      To fix this, the following changes are being made: 

      • To PADI-Header, remove all slices, constraints, and extensions on Composition.attester
      • Create a new extension, padi-notaryInformation-extension with the following extensions, copied from padi-attestationInformation-extension
        • NotarySealId
        • NotaryCommissionExpirationDate
        • Add new extension NotaryCommissionJurisdiction (enabling the expression of a US state or territory)
      • Remove the padi-attestationInformation-extension extension and all references to it
      • Remove the ValueSet PADIAttesterRoleTypeVS
      • Rename PADI-Participant to PADI-Witness with the following changes:
      • Create profile PADI-Notary copying the original PADI-Participant profile with the following change:

    Description

      The Witness and Notary slice of the Composition profile has a cardinality of 0..1 but the description in Section 4.2 says "Witness & Notary - References and information regarding witnesses and notary" which implies the potential existence of multiple witnesses. As well, is it possible that a witness and a notary are separate individuals or is this a single role? Should the max cardinality be something other than 1? If not, please clarify the description. 

      Further, .entry in the slice is constrained to the ADI Participant profile. This profile uses the Personal and Legal Relationship Role Type value set in .relationship. While this element is not required, it's not clear which value in the value set would be used for a notary/witness in the composition slice. It would be helpful for implementers if you could clarify on which relationship to use.
