After practical experience I am now convinced that the VSD phrased "Scope" element is widely implemented as the **base element valueset.description (description comes from the base resource) and we should not have created Scope as a new element. In addition the VSAC-aligned sub-elements of focus, exclusionCriteria, and inclusionCriteria should also be removed as these were based upon a single implementation approach taken by VSAC. This is a reversal of FHIR-25272
