FHIR-28284 updates the ConceptMap...dependsOn.value[x] element to support a range of datatypes (as well as corresponding changes to $translate's Out Parameters), but the dependency In Parameter to $translate only supports providing a CodeableConcept as input.

In order to fully support FHIR-28284, change the In Parameter "dependency.concept" with type CodeableConcept to be "dependency.value" with the union Type to match:  (code | Coding | string | integer | boolean | dateTime | decimal | uri | id)
