Given that SDC will be published in the next month, and given that we want DTR applications to be substitutable, we need to create a profile that is based on the SDC population, rendering and behavior profiles (as well as the adaptive) profile that makes clear exactly which Questionnaire elements (answer types, extensions, etc.) SHALL and SHOULD be supported by DTR systems - so that payers understand what they can and can't get away with using.  Simply pointing to SDC isn't sufficient because so much is optional.  (Note that SDC supersedes the CQF Questionnaire profile.)
