More generic way of linking to DocumentReference from DiagnosticReport

      OO will expand the definition of media to cover VCF files and other non-image data types with the following changes:

      1. Change "Key images associated with this report" to "Key images or data associated with this report"
      2. Change "Comment about the image (e.g. explanation)" to "Comment about the image or data (e.g. explanation)
      3. Adjust the textual guidance for media to reflect the above changes.

      In CG, we have a need to refer to a DocRef from a DiagRpt. We will use this for referring to files that might be generated during the testing (VCF). In looking at options, in R5, media.link has the right data type, but the name and definition of the media backbone element is very limiting. 

      Can there be a more generic way of referring to DocRef from a report? Either via opening up 'media' a bit, or perhaps via a new attribute?
