Description
The following sentence that starts the 6th paragraph of Background seems to fold back on itself.
In addition, security labeling technology can be used to implement risk-mitigation techniques to ensure that policy priorities prevail when risks related to security labeling must be averted.
I think the ending is meaning "... when safety risks caused by enforcement of security labeling."
