What about sending portions of records pre-registration? If reporting on causes of death (i.e., timely responses to COVID deaths) is critical, then perhaps a partial/provisional death record (with an internal unique identifier) would be sent off as quickly as it’s available would aid in very timely responses. Updates could continue to be sent through the record’s lifecycle as changes are made and registration/amendments occur
