This comment was discussed on 11/11 O&O call. Decision: Inclusion of Observation examples in this guide are key for providing clear guidance on the relationship between this guide and SDC on FHIR. SDC on FHIR Observation examples should remain in this guide and will add narrative to 1) explain why Observation examples are included in this guide and 2) add clear, strong verbiage (ie implementers  SHALL conform to SDC on FHIR Observation StructureDefinitions where applicable) stating expectations regarding conformance to Observation profiles in SDC on FHIR. The group discussed the possibility to adding an abstract profile for Observation into this guide, but however it was decided that the value an abstract profile would add to the implemented would be minimal compared to the risk of confusion and discrepant implementation decisions by implementers between this profile and the specific profiles in SDC on FHIR.
