      Language to this effect has been added to Section :

      In such cases, implementers may choose to use resource-wide labels (either alone or alongside inline labels) to record the high-water mark label in order to accommodate clients that are unable to process inline labels. Another reason for setting the resource-wide label as the High Water Mark is for cases where the sender and receiver follow a High Water Mark rule that requires that the result be assigned the highest classification level when information is combined from several targets.
