    Description

      Page 28, cda Privacy Markings Section describes the assignment of confidentiality.  The confidentiality level of information is often contextual/combination driven.  How does DS4P handle the fact that a combination of data may increase its level of confidentiality?  Similarly, how does DS4P handle the fact that the confidentiality level of information (eg. phone numbers for military personnel deployed special ops vs. phone numbers for military personnel-non-deployed-special ops) may change based on the context?  The first instance of the phone numbers could be highly confidential whereas the second instance may be considered low confidentiality.
