      We will change the 3.2.2 heading to "FSH Items", and then note that the items might be contained in file, databases, web forms, etc., but we will assume files for presentation purposes (and in fact, the mapping of items to files and the order of items, regardless of format, SHALL be ignored by implementations).

    Description

      Note: FSH can also be contained in other ways, such as in a database or in a form field, and still be valid FSH. We assume FSH files for presentation purposes.

       

      Does that mean a fsh file is an optional construct in a project or do database based implementations have to have the concept of a File? As all files are concatenated, maybe the file construct is not an essential element of a project and the MAY in 3.2.2 is not applicable.
