Description
The terminology service page references the use of "@all" - reference to an implicit value set of all value sets on a server.
A ticket was entered (FHIR-19442) asking for clarification and assigned to Vocab.

Vocab considered the issue, and because the content is owned by FHIR-I, decided to suggest the option where the information is not removed but the text changed slightly to hopefully make it more clear. The ticket was transferred to FHIR-I
Attendees at the Vocab tracker call felt that this is not useful for the general community, and that a server with specific/special requirements could implement this. It does not pass the 80/20 test.
Another ticket will be entered to transfer ownership of the terminology service page to Vocab.
