      • subject pointing to the FormularyDrug (MedicationKnowledge)
      • an extension pointing to a single Formulary InsurancePlan
      • necessary FormularyDrug extensions moved (and removed from FormularyDrug) to FormularyItem

      Drugs (using MedicationKnowledge) are a definitional resource. They can be applied across many scopes. One of those scopes are Formularies. The relationship a drug has with a formulary plan has a number of attributes, such as drug tier and prior authorization status. 

      The formulary IG needs to add a profile to represent a many to many relationship (between formulary plan and drug) along with attributes that define that relationship.
