    include ColorectalCancerElements called CCE bind { AsOf: end of "Measurement Period" }

So, a `bind` clause for the include that allows you to bind parameter values of the included library to expressions in the current library.

The bind expressions would be evaluated in the same context as any parameter value expression, so should be reasonable from both the translator and engine perspectives, and with that restriction, wouldn't introduce any ordering requirements into the dependencies.
