      In CQFMRatioMeasure, add cqfm-populationBasis as an allowed element on the initialPopulation slice. Document that it allows the populationBasis for that population to be overridden. If not present, the populationBasis of the measure (or group) is used. If present, it specifies the population basis for all the expressions that use it as the initial population in the ratio measure.

      Provide an example illustrating a ratio measure with mixed basis populations.

    Description

      CQL-based HQMF supports the capability to mix populations with different types for Ratio measures. For example:

           Number of Encounters (Denominator) / Number of Procedures (Numerator)

      However, it seems that Population Basis as it currently is in QMIG STU 2.0.0 (at measure level) or even as it is in STU 2.1.0 (at measure or group level) would prevent this scenario from happening. Is this ability needed for FHIR?
