Both Measure.group and MeasureReport.group are 0..*. For a multi-performance rate measure, where there are sub-measures, the group will be repeated. So one group to represent CDC1, and the 2nd group to represent CDC2.

How to represent sub measures under CDC measure such as

CDC1 [HbA1c (HbA1c) Testing],

CDC2 [HbA1c Poor Control (>9.0%)]

in Measure resource and also in MeasureReport resource. Currently we have only examples for measures such as COL where they do not have sub measures
