      target[x] 1..1 uri | Identifier | Reference | Attachment does not support common uses for which we want to express a canonical URL, and identifier, and a display.  Our previous efforts were functionally mis-using the Reference datatype where the canonical URL is not the FHIR Resource reference.

      Please change this to a target 0..1 Backbone element containing:

        url 0..1 uri

        identifier 0..1 Identifier

        display 0..1 markdown

        resource 0..1 Reference(Any)

        attachment 0..1 Attachment
