Agreed, add guidance for specifying the version of CQL/ELM content in a library by using the version parameter of the text/cql and application/elm+xml, application/elm+json media types.

Suggest that resource narratives for libraries and measures that use CQL should include CQL version if it is specified in the MIME type. Update example to illustrate.
