      Agreed, there are 3 examples  of a quality program in the measure repository description:

      An "expansion profile" for use in authoring, a "release profile" that specifies measure and value set versions, and a "release with expansion identifier" that specifies expansion identifiers.

      Provide an example that "Specifies an asset-collection library that defines version bindings for code systems and value sets referenced by the artifacts in a particular package, and optionally an expansion identifier to be used as the expansion for value sets used by artifacts in the package."
