    Description

      If we're defining our own codes, we normally go with semantically meaningful codes. The numeric values - and in particular the weird gaps is inconsistent. It also suggests we might be borrowing the concepts from elsewhere (in which case we need both permission and to provide credit in the definition of the value set.
