HealthcareService supports eligibility requirements.  In FHIR-22687, we updated Slot to support a CodeableReference to HealthcareService in Slot.serviceType.

To fully support Slot discovery based on eligibility, we will update HealthcareService to support searching on eligibility.  This will enable chained searching for slots based on HealthcareService.eligibility and/or HealthcareService.characteristic.
