Background:

We currently use a value set comprised of SNOMED codes and HL7 roles codes in Care Team : https://vsac.nlm.nih.gov/valueset/2.16.840.1.113762.1.4.1099.30/expansion
We currently use a value sets comprised of NUCC codes and in PractitionerRole: http://build.fhir.org/ig/HL7/US-Core/StructureDefinition-us-core-practitionerrole.html#terminology-bindings

Resolution:
After discussion with stakeholders, at this point we recommend marking this as non-persuasive at this time.

Description

The ValueSets for PractitionerRole.code and PractitionerRole.specialty have been updated in the Plan-Net IG, and we suggest that these changes be incorporated into USCore PractitionerRole as well. (Gail Kocher should be engaged in this discussion. She led these changes in Plan-Net).

code: use of NUCC Provider Taxonomy is inappropriate (as per NUCC). Proposed value set is https://build.fhir.org/ig/HL7/davinci-pdex-plan-net/ValueSet-PractitionerRoleVS.html

specialty: only a subset of the codes in NUCC Provider Taxonomy are appropriate for a practitioner role. This subset has been defined here: https://build.fhir.org/ig/HL7/davinci-pdex-plan-net/ValueSet-IndividualAndGroupSpecialtiesVS.html.
