Overall, I see too many things that need to be fixed in terms of cardinalities, definitions, bindings, etc. for me to be comfortable with this not coming back to another round of balloting. Many of the issues I've raised are general patterns that show up in other resources and elements where I haven't had time to enumerate all the places that need fixing. The content at minimum needs a formal peer review after being updated before it goes out as non-draft.
