Remove this backbone element.    The  requirement is best met by extensions.  Some very common dates are already accounted for by explicit attributes.  Extensions should be as generic as possible, regional usage should be quoted as examples.  Individual extensions can in future be considered for elevation to core where there is sufficient support and requirement.
