      Change cardinality of diagnosisPresentOnAdmission to 0..1 especially since the ambulatory encounters do not use POA. A system must support POA if present but that is consistent with a cardinality of 0..1 with Must Support.

      Note the the code system has been approved by the UTG process - https://jira.hl7.org/browse/UP-160 however, it does not include a value set and followup is required. A change to the value set requires a different tracker.

    Description

      On QI Core Encounter profile, under Diagnosis element, the qicore-encounter-diagnosisPresentOnAdmission is required with a required binding to a code set that only offers opeions for inpatient.  The Encounter profile will often be used with outpatient encounters in quality measures.  

      Proposal is to only make Required when class indicates it is an inpatient
