      The introduction of a new data type is not a breaking change.  The only places that the new data type are allowed are where the scope was intended to be breaking - i.e. the medication regulation resources. 

      We will make clear that "CodeableReference" is not supported in R4B where the data type is '*' - e.g. Parameters, Extension, etc.

    Description

      The CodeableReference data type represents a breaking change.  As such, whatever the merits, we don't think it's appropriate for a minor release such as R4B.  If this change is made at all (and we're not sure of the merits), it should be in R5.
