      The CoveragePlan network extension is 1..* String value. (as per QHP Formulary)
      The definition is "an array of networks within a plan". This is not applicable in the Maryland FFS Medicaid world. 

      How should this be addressed?   NullFlavor value?   Sentinel string value (like "N/A")?

      In addition, unclear how the member would use the Network name.   Should this field be deleted or made optional (0..*)  in future versions, or linked to a provider directory Network entry?
