Value Set relatedperson-relationshiptype needs additional values

      We are doing some restructuring of RelatedPerson relationship/role in https://jira.hl7.org/browse/FHIR-15841.  That is changing the valueset and binding for the role to use a ValueSet based on https://www.hl7.org/fhir/v2/0131/index.html.  That proposed valueset does not contain Notary or Witness, but they seems reasonable to add to the value set.

       

      Instead of using the v2 0131 table as the basis for the new valueset, we'll create one based on these codes.  Note that the binding will be extensible.

    Description

      There are many concepts in CDA and V2 that describe a relationship to a Patient or a role played by a person as an individual, who is not a practitioner.  I think all there terms are going to need to become concepts in the relatedperson-relationshiptype value set.  Two that we currently have a need for is Notary and Witness.  

      To support the Advance Directives Interoperability work, we need the terms Witness (WIT from http://terminology.hl7.org/CodeSystem/v3-ParticipationType); and we need the term NotaryPublic from RoleClassNotaryPublic (NOT from http://terminology.hl7.org/ValueSet/v3-RoleClassNotaryPublic) need to be addressed.

      We can add these concepts to a separate value set, in our profile, but should the full set of preferred concepts be added to the preferred value set for the base FHIR resource?
