    Description

      The ValueSet with canonical http://hl7.org/fhir/ValueSet/example-hierarchical has a contained CodeSystem that defines "throttled", but a ValueSet definition that points to "t*b*rottled"

      Slightly different but related, the CodeSystem defines "lock*-error*", but the ValueSet definition points to "lock". There is also an expansion group extension in the ValueSet definition that lists "lock"
