When you have a ValueSet/CodeSystem that specifies an ordinal then you would expect that an expansion would be able to reflect that.

Unfortunately, the extension that could reflect this "ordinalValue" lacks a context ValueSet.expansion.contains which means it is not possible to know what the ordinal is, from looking at the expansion.
