The organization of the content of the DiagnosticReport is designed to reflect the suggested ordering and structure of a standard Breast Exam as described in the ACR Manual. It is not expected nor desired that the creator organize them in a different way, and so we do not have reference another Composition object from Diagnostic Report. The FHIR Document Composition is intended to provide the 'formatting'.

    Description

It appears that the Composition is creating the format, but it appears that the content of the DiaganosticReport is not organized in a sequence/format the creator intends. Is that the intent? If the DiagnosticReport content also needs to be "formatted", we should reference a Composition from DiagnosticReport that does that.
