The primary purpose of an IG is to set very clear expectations about exactly what systems are covered by the IG and exactly what each of those systems must do in order to conform to the IG. This clarity must exist without relying on external explanations, tutorials, connectathons or anything else. A software developer needs to be able to understand what to do just from reading this IG. This specification doesn't accomplish that. As such, it's not ready for publication.
